Newfoundland & Labrador Community Ambulance Operators Association

The Newfoundland and Labrador Community Ambulance Operators Association (NLCAOA) represents twenty-two not-for-profit ambulance services in the province of Newfoundland Labrador. These ambulance services are in rural areas of the province, generally located within areas not profitable to sustain a for-profit ambulance service. 


Training Works has built a skills development program that will see 25 Emergency Medical Responder’s (EMR’s) upskill to become Primary Care Paramedics (PCP’s).  The purpose of the initial project was to identify a way to help fill the need for PCP’s in rural Newfoundland and Labrador utilizing creative skills development opportunities.  Training Works identified Northern Lakes College as having the only accredited online delivery model for PCP training in Canada. Subsequently, Training Works has fostered a unique partnership between industry, two academic institutions and the Government of Newfoundland and Labrador to offer the first ever workplace offering of a PCP training program to rural communities in the province. Upon successful completion of the program, participants will write the entry to practice exam offered by the Canadian Organization of Paramedic Regulators (COPR).
